As far as whether they are "public domain", I can't say. I can say that they were made freely available on the WotC website for anyone to view, download, print, etc.

I do have a large quantity of them, and can upload them if it's determined that it's OK to do so.

Unless they say Public Domain, it's Copyright. You could ask Wizard for permission to redistribute via the Archive, but not sure how that would work, what kind of documents you'd need for verification. I think anything connected to Star Wars and Lucas is going to be difficult since, like Disney, they are very careful about branding and licensing. You have to wonder why Wizard no longer has it, maybe they lost their license agreement with Lucas.
